Full service local government jurisdiction of 28 square miles, 100 full time employees, 6 bargaining units, $37M municipal budget, 12 departments, 5 member Board of Selectmen, and 14,000 residents.  Manage general affairs of the Town as Public Safety Director, Chief Procurement Officer, Personnel Officer, Chief Financial Officer, intergovernmental relations, labor negotiations, hiring, and policy development.

Town of Milton, Vermont

Full service local government jurisdiction of 68 square miles, 52 full time employees, 2 bargaining units, 88 part time employees, $11M municipal budget (not including School District), 12 departments, 5 member Selectboard, and 10,000 residents.  Manage general affairs for the Town of Milton and carry out the policies of the Selectboard. Specific responsibilities include chief financial oversight, emergency management, public works director (formerly), budget development, inter-governmental relations, purchasing agent, labor negotiations, hiring, and policy development.

Township of Vernon, New Jersey

Full service local government jurisdiction of 70 square miles, 120 employees, $22M municipal budget, 11 departments, 5 member Township Council, and 26,000 residents.  Managed the daily operations of local government, proposed and implemented a $23M budget, provided direction to municipal departments on implementing government policy, provided policy counsel and alternatives to the Township Council, managed inter-governmental relations, provided coordination between departments, investigated departments, negotiated contracts, and effectively improved service delivery and lowered costs.

Town of Ledyard, Connecticut

Worked as a principal charter official to advise the Mayor, Town Council, and Town Boards and Commissions on the implementation of the community’s Master Plan. Advised the Mayor as a member of the management team. Managed a department tasked for strategic planning, capital budgeting and programming, managed the technical review process, grant writing and administration, planning, community development, economic development, and construction management. Led interdepartmental initiatives, drafted and recommended regulations and ordinances, represented the Town on inter- governmental Committees and Boards, negotiated contracts, and managed permitting for Town initiatives.

Responsibilities included grant program management for physical infrastructure and real estate related to local projects. Managed development of industrial parks, redevelopment, brownfields remediation, and municipal development plans. Negotiated proposals and assistance agreements, prepared environmental assessments and environmental impact evaluations. Performed technical due diligence of state sponsored local projects. Responsible for comptrolling grant fund reimbursements and providing technical assistance to local communities. Implemented the State’s eight city urban core strategy.
